Dive Control Specialist is SSI's version of a DiveMaster. Actually, a DiveCon ranks a little higher than a DM because they can teach some courses.

What he said! A Dive Control Specialist is basicly equall to a PADI Divemaster and Assisitant Instructor. They can lead dives and do other DM duties. They can also teach scuba refreshers, some specialties and do scuba intros in confined water. If you need more details shoot me a PM and I'll find the specifics for you.
