On ascent, if you put the power inflator at your neck level and depress the deflate button, the BCD will find neutral buoyancy by itself. It will work like the automatic deflation valve on a drysuit.

Does that work if you're horizontal or head lower than feet?????

I havent tried it myself, but I would think it would work either way.

I don't get it....would the same be true if I just pulled the cord on my shoulder vent?
It seems to me that water pressure would empty the bladder no matter what position the inflator hose was in as long as there was air below the level of the inflator hose.
I still don't get it...

I don't think it's quite that simple.
Since the opening would be lower than the highest point of the wing, air would escape as it expands on ascent, but would not simply dump. This would make neutral buoyancy EASIER to maintain, but just like the example you gave (a drysuit dump valve) this will only prevent a runaway buoyant event, not guarantee neutral buoyancy unless you just happen to be neutrally buoyant with a full but not over-full wing.
